One of the more interesting mysteries of comicdom is just what you’re supposed to think about women within the funnybook pages. In addition, some breasts are made more provocative by the suggestion (or clear representation) of nipples by shape or shadow, hidden beneath whatever uniform or clothing obscures them: perhaps a bikini top made of chain mail; a latex or leather, form-fitting costume; an athletic shirt (aka the infamous “wife beater”); to name only a few common types. It is hard for the non-comic reading community to understand how we look past the over sexualized content sometimes. I think Little Liz is both grown up Liz crossed with Liz when she was in primary school and had no boobs. The Women in Refrigerator people would say that no negative thing can happen to any female character ever (but in fairness, that’s not how it started, just how people ended up making it). These may have storyline reasons to go with them, but it’s more of a simple change that is brushed by quickly to little consequence, and certainly not to the level that the fandom reaction would suggest.

Mankind has been forever seeking this state but often struggle because the big penis agenda would rather you spent your mental powers on circumcision and cutting off the testicles of your house pets.

Like you said early Storm is a great example of a strong female character and she showed way more skin then PG but the thing is people didn’t focus on it with a huge magnifying glass. They are supposed to be who everyone wants to be, and I am not here saying that all comic characters should have smaller boobs. But I will say this – when DC eventually switches it back (and I have no doubt they will) it won’t be a statement against women.
