You can sever the tail by doing the dodge mount attack thing where you slap it with your giant arrow, I believe. With regards to speed, I like to pick a line that enables me to go as quick as possible without full on swamping but then I have a red boat! Also I am not sure if the grapple tenderizing attack can cut tails I managed once but I was in a shared hunt so.
