Because this film asks ONLY for answers to the unanswered questions surrounding 9/11. The producers aren't blaming any one person... all they want are what we all want; an undeniably truthful explanation. An audio tape is presented in which the Captain of Ladder 7 claims that the fires can be brought under control by two lines and it is mentioned that building 7 had taken only minor damage before its own collapse. He throws out "questions" like a machine, succeeding phenomenally in creating a terrifying atmosphere of gloom and paranoia without needing to tie the details together. He manifests a grand conspiracy-theory which seems clear and obvious, without even having to offer a coherent narrative. It's clear that the authors are masters of propaganda and conspiracy-mongering - they seem to have an in-depth understanding of human psychology, and pull no punches in using it to their advantage.
